Herbert Bryan was Honorary Secretary of the Watford Branch of the Independent Labour Party (ILP) 1905-1909, of the City of London Branch 1909-1912, of the North London Federation 1910-1912 and of the No 6 London and Southern Counties Divisional Council 1912.
